EMSOL Use Cases

Managing construction site logistics– Main Contractor

  • Goal - Demonstrating to the Council that planning requirements on construction logistics have been discharged
  • Trigger - Planning permission given with a requirement for a Construction Logistics Plan (CLP) or similar to be completed before work starts and compliance monitored and reported to the Planning Authority.
  • Primary Actor - Site Logistics Manager
  • Stakeholders & Interests - Development Control Officer, Pollution Control Officer, Residents, Site Senior Developer, Subcontractors and Suppliers
  • Technology - EMSOL locators, air quality and noise sensors at site, holding areas and on agreed access routes
  • Frequency - C.1000 construction sites in London with build value over £1m
  • Our air quality and noise sensors and vehicle locators provide independently gathered real-world evidence 24/7 of the site’s compliance with the most frequently used CLP requirements including Non-Road Mobile Machinery. This provides confirmation to Site management of CLP compliance at a glance, saving time and money. This information is fed automatically to the council Development Control and Pollution Control teams, demonstrating CLP compliance and that the site is managing any delivery dispensations effectively. The system provides an effective portal to communicate site CLP compliance to the local community and helps quickly refute erroneous complaints. It also provides automatic feedback to subcontractors and suppliers of their vehicles compliance with CLP requirements.

Managing construction site logistics– Local Authority

  • Goal - Effective use of Planning Authority powers and resources to ensure construction sites deliver against Council Policies
  • Trigger - Initial discussions prior to Planning Application for a major construction project of c.£1m+ build value.
  • Primary Actor - Planning Compliance Officer
  • Stakeholders & Interests - Site Developers, Development Control Officer, Pollution Control Officer, Residents, Subcontractors and Suppliers
  • Technology - EMSOL locators, air quality and noise sensors at site, holding areas and on agreed access routes
  • Frequency - C.1000 construction sites in London with build value over £1m
  • Initial discussions result in the Planning Office securing an obligation from the Developer to undertake independent CLP monitoring and to report this to the Planning Authority in real-time. EMSOL air quality and noise sensors and vehicle locators are installed by the main contractor as part of the agreed CLP. This provides independently gathered real-world evidence 24/7 of the site’s compliance with the most frequently used CLP requirements including those for Non-Road Mobile Machinery emissions. Council teams see CLP compliance at a glance, allowing enforcement action to be targeted effectively and enabling the validity of complaints to be quickly identified, saving time and money. It also shows that the site is managing effectively any delivery dispensations. It also provides automatic feedback to subcontractors and suppliers of their vehicles compliance with CLP requirements.
